Dr. Andrew Likaka is a distinguished medical doctor, public health and digital health specialist from Malawi, who has served in the country’s Ministry of Health as a Medical Officer, District Medical Officer, District Health Officer and the Director of Quality Management Department and Head of e-Health Division. He is currently the Chief of Health Services in the Ministry of Health and Sanitation in Malawi. His expertise spans health program design, public health leadership and management, health systems strengthening, health policy and strategy, implementation, and evaluation, with a strong focus on quality management and digital health.
Dr Likaka is the pioneer of health services decentralization including driver on strategies to promote equity, dignity and access of Highly Active Antiretroviral Therapy at district level in Malawi. He has experience of managing and advising implementation of digital health systems in countries. He chairs the OpenHIE and is an advocate for shared health data for decision making.
Dr Likaka has served in various professional boards and technical committees, locally and internationally. He is an Academy Member and ISQUA Expert as well as a technical member of ISO TC 304 Working Group that developed the ISO Healthcare Quality Management Standard. He is a co-author to many handbooks and documents that guide countries on the development of the national quality policy and strategy, and is an International consultant to WHO on health systems, digital health, quality and safety in health care. Dr Likaka has supported Malawi, Seychelles, Ghana, Pakistan, Kenya and Tanzania to develop their national quality policies and strategies. He is a certified Quality Improvement Advisor and Total Quality Management Expert.
