Dr. Samuel (Sam) Wambugu is a global health informatics and digital transformation leader focused on helping countries build secure, interoperable, and sustainable digital health systems at scale. He serves as Global Health Informatics Project Director at PATH, where he leads multi-country programs spanning EMR deployment and optimization, national data repository governance, interoperability architectures, and cybersecurity risk management for health information systems. Sam also chairs the Global Digital Health Network, convening governments, implementers, donors, and industry to advance practical collaboration and shared standards that accelerate impact. Known for translating technical complexity into clear executive decisions and delivery roadmaps, he partners with senior leadership to strengthen data use, service delivery, and health system performance. His work spans Africa, Asia, and Latin America, with a consistent emphasis on measurable outcomes, local capacity, and long-term sustainability.
