Dr. Victoria Kanana Kimonye is a public health leader, International Health Regulations (IHR) expert with extensive experience in health security, emergency preparedness, and systems strengthening. She currently serves as Acting Head of Public Health Intelligence, Population Health, and Preparedness and Response at Kenya’s National Public Health Institute (NPHI), where she leads national preparedness, intelligence, and emergency response efforts, and coordinates the Health Emergency Preparedness, Response and Resilience project.
She has played a central role in shaping Kenya’s health security agenda, serving as country lead for the second Joint External Evaluation (JEE) and technical lead for IHR coordination. She guided development of the National Action Plan for Health Security (2026–2030) and key NPHI strategies.
A medical doctor with an MPH in Health Systems, Policy and Management, she has led major reforms, emergency responses, and global WHO missions, and is recognized for strategic leadership and mentorship.
